This is a Snipe Sailboat.  I have no idea how old it is or who made it (I selected 1900 Alerion because ebay requires you to put a year and make for manufacture).  There is no HIN.  There are Snipes embossed in the deck so I would guess it was not home made.  It is fiberglass over wood construction (I think).  The hull and deck are solid.  The trim in the deck around the mast and keel need to be replaced.  The mast is wooden and needs to be rebuilt.  No sails.  The rudder and centerboard are included and are solid.  The centerboard is kind of heavy.  I don't know if it is stainless steel or aluminum.
